professional groups. Created a uniform statutory
method to determine the competency and regulate the
licensing of construction tradesmen in Virginia.

sector in certain markets. The elimination of this
practice was later upheld by the Virginia Supreme
Court. Successfully represented clients' positions
with regard to statutory amendments to Virginia's
lien, prompt pay, and procurement laws. Lead
lobbyist for successful home health licensing
legislation.
- Outstanding record

period of transformation which eventually led to the
creation of a new association. Served as spokesman
for the group advocating this change, and as such,

old association through an evaluation of the issues
in preparation for a formal vote on the proposed
reorganization and asset transfer. Both items were
approved by a four-to-one vote of the membership.
This unique and successful effort received national
